About

Dr. Chu Duc Hoang holds a PhD in Electronics and Biomedical Engineering from Hanoi University of Science and Technology (HUST), and was a visiting researcher at Washington University in St. Louis, USA.

Since 2016 he has served as Chief of Office of the National Technology Innovation Fund (NATIF) at the Ministry of Science and Technology, while also serving as Head of the Fund's Funding & Commissioning Department and Chairman of its Labor Union.

In managing the national technology innovation fund, he helps direct the Fund's operations and contributes to refining the financial mechanisms and policies that support enterprise technology innovation. The through-line of that work is bringing state support closer to enterprises — particularly small and medium ones — as they build technological capability, adopt digital tools, and grow sustainably.

Alongside his management role, he is a visiting lecturer at VNU University of Engineering and Technology (VNU-UET) and other training institutions; Vice Chairman of the Vietnam Association of Young Scientists and Engineers (VAYSE); and a management advisor to several research institutes.

Before joining NATIF, he served as a project manager at the Vingroup Innovation Foundation (VINIF), and taught and conducted research in Biomedical Engineering at the School of Electrical and Electronic Engineering, HUST (2004–2016). As an entrepreneur, he is Co-founder and Chairman of Zinmed Vietnam JSC — a digital-health startup applying IoT and cloud computing to chronic-disease management.

Academically, he has authored and co-authored more than 50 scientific publications, over 20 domestic and international conference papers, and 4 books and edited volumes.
